While he might not warrant a ban, I posit that sometimes people do indeed need to be banned for speaking their minds - not all thoughts are particularly harmonious or brilliant and when they are expressed violently then it becomes a problem.
Not addressing the issue with tartar specifically, just making a general observation.

I'm not sure a lack of fun is what he's having a problem with. I agree that there most certainly needs to be a level of silliness and fun and the ability to be relaxed and casual even in serious conversations, but it needs to be balanced with serious discussion as well. All seriousness makes the forum born and too dry for people to want to read, all fun makes it a pointless chatter box.
